The recipient had received 1.255 million ETHFI about 12 months earlier and appears to be a smart contract address with vesting and unlock functions.
The report interpreted the activity as indicating that ether.fi had nearly 5 million ETHFI available for disposal and not yet staked. That assessment rests on the apparent function of the recipient address.
